Codan Radio Communications secures multimillion dollar deal facilitating the modernisation of the Royal Malaysian Police (Polis Diraja Malaysia – PDRM)

Codan Radio Communications, a division of Codan Limited (ASX: CDA) has partnered with the Royal Malaysian Police (Polis Diraja Malaysia – PDRM) as part of their communication modernisation program. This agreement has seen the delivery of 444 Codan Patrol 2110M Manpacks to PDRM, facilitating the modernisation and secure enhancement of their existing communications network.

These manpacks purchased by PDRM are to further full-fill and strengthen their mandate and role in maintaining the country’s internal security. This is a recognition of Codan Radio Communications’ continuous effort in developing state of the art products for the security industry. Reliability and clarity of digital voice enabling technologies facilitates robust communications in the most challenging of circumstances.

This agreement was aided by Codan’s local manufacturing and in-country partner – Tactical Communications Sdn. Bhd, with their ground staff’s pre-assessment and ongoing support. This is pivotal to the contract’s success. Codan Radio Communications’ personalised in field support and training, enabled the Manpacks to fit to PDRM’s needs by understanding the nuanced stakes of the region with an industry high three-year warranty. This agreement and the manpack’s technical compliance within this market signifies the beginning of a co-operative and successful relationship between both the PDRM and Codan Radio Communications into the foreseeable future.

In early 2015, Malaysia was hit with severe flooding. The east coast states of the Peninsula were the most severely affected, with over 100,000 people being evacuated. This was the worst flooding this region has seen in recent years and many of the emergency services were not ready to cope with the situation

With communications infrastructure damaged, coordinating the aid and emergency supplies was put at significant risk. At the height of the floods, radio communications through amateur radio operators assisting the government agencies in their relief aid was seen to be the most effective and reliable way of communicating. During this time Tactical Communications Sdn. Bhd., the Barrett Communications authorised dealer in Malaysia, contacted the Ministry of Health (MOH) to offer High Frequency (HF) radio communications equipment to re-establish reliable and secure communications to assist in the aid effort.

The priority was to re-establish communication with a hospital in Temerloh, in the state of Pahang, which had been completely cut-off from the PSTN (Public Switched Telephone Network). Tactical Communications Sdn. Bhd. provided Barrett HF radios; a PRC-2090 HF base station was installed at the Crisis Preparedness and Response Centre (CPRC) at the MOH Headquarters in Putrajaya and a second radio, a Barrett 2050 HF base station, at the hospital. The hospital station was run by a staff member who is also an active amateur radio operator.

Mr. Zakaria Dahili, Managing Director of Tactical Communications Sdn. Bhd., commented, “The situation at the Temerloh Hospital was urgent. There were patients at the hospital that required specialised treatment that could no longer receive their treatment at Temerloh Hosptial. Once radio communications was established, helicopter air lifts were arranged to transport these patients to other hospitals.” An additional five Barrett 2050 Base Stations were donated by Barrett Communications to be installed at five more rural hospitals in other states in the region. Tactical Communications Sdn. Bhd. remained committed to assisting the MOH should a further need eventuate.

Dato’ Dr. Fadzilah binti Kamaludin, Head, Office of Deputy Director General of Health, Ministry of Health Malaysia, commented in an email, “Thank you for your contribution and cooperation. Please extend our sincere appreciation to all members of the Persatuan Amateur Radio and Barrett Communications. The floods have now receded, and hope we can work again in the future” (translation).

In 2012 Malaysia Airlines identified the opportunity to provide a new service from Kuala Lumpur in Malaysia to Mumbai, Bengaluru and Chennai in India. Malaysia Airlines management had identified the vast growth potential in the Indian routes and was keen to expand in these markets.

Malaysia Airlines Operations Dispatch Centre operated with very high frequency (VHF) communications (coverage is only available up to 200 nautical miles off Kuala Lumpur) and satellite communications (SATCOM) which were not available in the B737-800 aircraft fleet they planned to use for these new flights. As a result it was necessary for the Malaysia Airlines Operations Dispatch Centre to have a serviceable high frequency (HF) system for voice communications when the aircraft are flying over the Gulf of Bengal en route to the Indian airports. The Department of Civil Aviation (DCA) also stipulated that Malaysia Airlines have a HF communications system at their office in the Kuala Lumpur International Airport before they would issue permission to allow Malaysia Airlines to operate flights on these routes.

Malaysia Airlines completed an internal study to gauge the feasibility for this upgrade. They found that in addition to meeting the DCA requirement to service these proposed new routes, incorporating a HF communications system would also provide a back-up communications solution for other routes within the region. The internal study indicated that it was justifiable to purchase a new HF ground system for this purpose. The Barrett 2075 1KW HF system was selected for this project. These systems have been developed and installed in airports throughout the world, and are supported by the turnkey network solutions team at Barrett Communications. The team provides a customised solution, which can incorporate existing systems or other communications channels into a singular communications solution which is intuitive to use.

Representatives from Malaysia Airlines visited the Perth facilities to conduct factory acceptance testing and completed basic operator training. Accompanying them were staff from Tactical Communications Sdn Bhd, Barrett Communication’s exclusive distributor for Malaysia, headed by its Sales Director, Mr Zakaria Dahili. Mr Dahili commented “this visit has provided the client with the surety of a high quality product coupled with the technical expertise we have come to know of the Barrett product range. It is also an opportunity for our client to meet the installation team and build a relationship with the Barrett training and technical staff and so they are reassured there is support via our office in Malaysia and here in Australia.” Tactical Communications Sdn, Bhd. has been actively promoting Barrett Communications HF and VHF products and has been awarded contracts to supply HF radio solutions to many agencies in Malaysia. Mr. Muzani, head of delegation of Malaysia Airlines was quoted as saying, “we are confident we have made the right selection after having seen the factory operations and testing the system, which worked flawlessly, we are happy indeed to sign off the User Acceptance Certificate.”
